To Configure Internet Explorer and Outlook Express to Automatically Connect:

Open Internet Explorer, even if you do not usually use it, or aren't online.
(Internet Explorer comes installed with all versions of Windows)
Just press "Work Offline" or "Cancel" if Prompted to Connect.

Click on Tools, in the Menu, and then click "Internet Options".

In the Internet Options window, click on the tab labeled "Connections". In this window, make sure that your SurfBest Dialup Connection (listed in the white window) is set to default. If it is not the (Default), you can select it, and then press the "Set Default" button. If SurfBest is your only connection listed, or the "Set Default" button is greyed-out, leave it as-is. Lastly, of the three white buttons, make sure the middle option, "Dial Whenever...." is checked. Click "OK" on all the windows, and you're finished.
